To create a terrain in OpenRoads Designer, you can use the Terrain Create tool group which contains tools to create a terrain model from graphical elements, ASCII files, point clouds, LandXML, and importing from various Bentley Civil products. Tools are also supported to merge together two or more models, and to clip models.

Here are the steps to create a terrain model from graphical elements:

1. Start the Terrain Create command.
2. All available terrain models in the active DGN and its references are listed in the panel to the left.
3. Select the base (primary) terrain on left and click Add in the middle of the dialog to add it to the merge list on the right.
4. More items can be added by selecting them on the left and clicking Add.
