The easiest way is to drag-and-drop the file from its folder to the project object at the top of the Work Plan. However...
a. This bypasses definition fields, such as 'description'. Not a big deal if that's not important to you.
b. You cannot do this from an email attachment, it has to come from a folder.

The 'best' way would be to use the 'Add Related' link in the project.

You have a number of options to attach files:
1) Upload files directly to almost all items (including to custom objects). If you're using the File Viewer, you can preview Microsoft Office type file formats: .docx, .xlsx, .pptx. You can also preview .txt, .pdf and image files (.jpg, .png, .gif).
You can use "Add Related > File" or drag these files onto the window.
You can also use Clarizen's Interact capability to email files directly to a work item/ case and there's a free app on the Apps Marketplace to enable this capability.
2) You can connect your Google Drive to attach Google Docs - when doing so, you can also work on the documents/ spreadsheets/ slides directly from within Clarizen One.
3) Box Folders
4) Sharepoint Online

Personally I like Uploading and Google Drive options, but the "best" is going to depend on what your organization uses as standard.

Other important note here is that you can also embed images in Discussion Posts on any standard and custom objects which support discussion threads. Use hashtagging (#image name) in discussion posts to share and expose relevant files across the system for powerful knowledge sharing and collaboration (we use this a lot internally).
