No.

Mura supports web standards in HTML and CSS, including Bootstrap 4 and Foundation (or whatever you prefer), as well as common Javascript frameworks and libraries such as Vue.js, Ember.js, Angular.js, Gatsby, and more.

If you have a good developer, they should have no problem making great use of Mura.
