No, You can depend any third party application to backup your O365. 
One of the best software is Arcserve SAAS backup. @arcserve

No it does not as stated in the Microsoft service agreement in section 6B: https://www.microsoft.com/en-za/servicesagreement/. It recommends a third party system like Dropsuite to have a secure archive or backup of your data.
