Both are different uses. but if you want to edit one frame in video editing, it will route you to the photoshop to edit the frame. you can create backgrounds for your videos in photoshop.

Photoshop (image editing) and Premiere (video editing) are different software packages. Adobe Creative Cloud includes both, but they do not include each other.
