yeah you can use Cloud9 for all of these. i've used it for Python and Java and it works pretty well. you get syntax highlighting and code completion for most languages. PHP and C/C++ work fine too. its not the most feature rich IDE compared to something like VS Code or IntelliJ but for a browser based tool it gets the job done honestly
