Definitely. The Community Edition is totally free and open source. It has everything most people need for production without needing a paid enterprise license.

Yes you can because it's a open source software and offers MySQL Schema, workbench, etc.
You can easily download MySQL Software from the Internet and start using it from the get go.

Yes, If you are using it for your own purpose (not business purpose), you can download MySQL Community version for free. 
Link for downloading the community version: 
dev.mysql.com/downloads/workbench/ 

Select the operating system from the above page and click on download. Once downloaded, follow the go through procedure for installing into the pc.
