Depends on the end goal. You may export data from GA or BigQuery and use Excel offline to aggregate stats. Though, nowadays, it shouldn't be a problem to work with online services with just a phone as your hotspot.

Yes, and No at same time. There is no official laptop application made by Google, but you can hire freelance software developer, and he can make this application for you, for not so much money (dashboard connected to Google Analytics API. It will download all data to you HDD, and after that you could build all reports that you'll need - offline)
