Our Marketing team designs the looks and feels of the company-wide signature. They run campaigns based on the banners and include our social media icons with links to track their performance.

To delegate email signature creation to another team, you need to give them access rights to the Manage Signatures App. Here is how to set it up: https://www.codetwo.com/userguide/email-signatures-for-office-365/rules-configuration.htm#access-rights
The team which usually creates the content and design of the email signature is the Marketing team, but it depends on the organization. How often you change the format or content of the signature depends on your marketing strategy, to be honest. Some companies keep the layout of the signature intact as long as possible and only refresh marketing banners once in a while so that their branding is consistent and emails are easily recognizable.
