That's a good question. (Which usually means I don't know the answer.) 
If you're asking whether or not it's ephemeral, I'm guessing that it probably isn't. So it can probably be tracked by WeTransfer in the least.

You and the person you are transferring to each get a link and you can forward that link to other people. You can save the link. So if you're looking for proof that the file has actually been transferred, then you can probably use those. I've actually done that in the past. 

I think I've only used the free version, so there may also be tracking benefits on the paid version.
