Yes, A developer, tester, Pen-tester can easily get hands on with burp suite.

Yes you can use it there is no restriction on the usage. Its pretty straight forward tool get the license or you can even use Burp Suite Community version if you're not regular user. If you use you can play around modify requests at your own will with lot of easiness
