Do you have a general idea on the website design?

Will you be using templates?
There is so much to web design that you need to think about before you begin.
If you are using WordPress for example, you do not have to use Dreamweaver. These days you can buy applications which bolt on to your WordPress website inside of WordPress, giving you full control.
As you are using Dreamweaver, start with the basics:
Create a site and add servers on, if you have hosting already setup.
If you do not have hosting sorted or just want to test on your PC, just download WAMP and you can test your website locally, you will still need to create a Site in Dreamweaver but it will be locally hosted.
If your design has a basic template, like features which will be on every page, like a header and footer, you should create a template page to use again and again.
Stick to the design you have, if you have one. This will save you time. I know people who make changes in the fly. Not a good idea, unless you know the change is going to be a quick one.
Design mobile first, then work through the larger resolutions. This way the design will work on all systems.
Once the design is done, you can upload it. Bit of a broad questions. But hope that helps.
