You can use Procore Drive app (free) to upload or download documents in the Documents tool for a specific project. Another way is to enable Outlook for Procore add-in. That allows you to upload PDF files from Outlook to a specific project without being logged into the Procore web software. In the project itself when logged into Procore web, you can drag and drop from desktop or a file location, takes a bit longer to do.
