Photo management software organizes and maintains repositories of image files for organizations and users. Photo management tools are used to help users easily find the image files they are looking for. Organizations use photo management programs to organize large number of digital images, avoid duplicate files, and to share images in a central location. These tools are most commonly implemented by marketing, creative, or media departments or individuals with a large volume of images to manage, such as professional photographers. To qualify as a photo editing tool, a product must:

- Import and export image files in a variety of formats (i.e. JPEG, PNG, GIF)
