ArangoDb community is free, which you can install on your computer (Windows, linux, etc.) This is what I use! I'm pretty sure you can go far with the free version... and you upgrade when you need to upgrade.
If you have BIG DATA, you can buy the Enterprise server. This can be useful for big data companies and organizations, or if you need end-to-end encryption.
You can also use Arango Oasis, which is a cloud offering (not free, because you rent a server).

Information has always been served in tabular forms majorly due to the early requirements of the banking industry. Soon, spreadsheets became a tool to assess an employee's subjective productivity. Turn the page, and Neo4j re-wires the way brains consider data. We know we prefer connecting the dots more than relying on just the numbers presented to us. That's where Neo4j comes into the picture - through nodes and tags you are able to get a numeric-performance included 360-degree picture of the topic / person / object of research. That happens after a 1-time setup (like law enforcement would feed all available citizen data to quickly scan and grab all possible records for a new criminal - in a jiffy!)
