There are a variety of criteria that may determine a data element to be critical. These criteria may include (but are not limited to) the following:
1) Whether the element must be fed downstream or output into a report
2) Whether the element is used in some way shape or form in logic, or as a filter
3) Whether it's a key field
4) Whether the field impacts the quality of the overall record
5) Reference data in a record will generally be identified as a CDE as it may impact logic, quality, filtering, etc.
